What is REDA anyway?
In the early eighties, a group of West Side business owners founded the Riverview Economic Development Association (REDA). These merchants were experiencing a declining economy at that time and felt the negative impacts it had on their businesses, the commercial district, and the surrounding neighborhood. These small business owners developed an organization that would demonstrate strong leadership in community-based economic development activities and become a catalyst for commercial redevelopment and public improvements. For over 20 years REDA has developed innovative programs and unique initiatives that advocate on behalf of local business interests, and are committed to the commercial and economic revitalization of the West Side community.
Our Mission and Goals
Our mission is to enhance the quality of life on Saint Paul's West Side by cultivating a sustainable and vibrant business community.
Our organizational goals are:
- To make the West Side a vibrant, urban commercial district
- To assure that the West Side commercial district is visually appealling, safe, comfortable, and easy to get around in with regard to both public and private property.
- To develop and redevelop mixed-use, privately owned space.

Dr. Cheryl A. Maloney, Executive Director- cm@districtdelsol.com
Dr. Cheryl A. Maloney brings over twenty-five years of experience inthe fields of economic development, nonprofit leadership, and consulting. Her expertise includes marketing, business development, special eventproduction, nonprofit management, fund raising and community building. Cheryl has a familiarity with Saint Paul’s West Side, and has excelled inleading multi-cultural and diverse communities. Her professional experiencein the Twin Cities includes leadership positions at the Hallie Q. BrownCommunity Center and Twin Cities Pride, and as an independent consultant. While living in the San Francisco Bay Area Cheryl served as the President ofthe Mission San Jose Chamber of Commerce. She also held leadershippositions with the Fremont Chamber of Commerce, the Sisters of the Holy Family,and Cañada College. In addition, Cheryl cofounded a women’s healthorganization to respond to the needs of women with breast cancer in the BayArea. While in California she earned her doctorate from the University of CreationSpirituality where she explored the role of spirituality in relationship tovalues and ethics in the marketplace. She earned her MA is in Theology/Spirituality from the College of St. Catherine.

Roxanne coordinates REDA’s commercial real estatedevelopment projects and streetscape beautification program within the Districtdel Sol Commercial Corridor. Roxanne has been a West Side neighborhood residentsince 2004 and has worked in community development for over seven years. Inthat time, she has leveraged over $4 million of investment into commercial andhousing real estate and coordinated community engagement through neighborhoodplanning workshops, public art installations, volunteer based litter pick upand beautification days, and ongoing resident based committees to informprogram workplans. She currently serves as both a board member and as chair of theStrategic Planning Committee for the West Side Citizens Organization(WSCO). Roxanne was appointed by theMayor of Saint Paul as a planning commissioner in 2010 and also represents REDAinterests at the Saint Paul Task Force of the Metropolitan Consortium ofCommunity Developers (MCCD). She hasbeen certified from the National Development Council as an Economic DevelopmentFinance Professional, from the University of Saint Thomas as a Commercial RealEstate Specialist, and from Nam McKay as a Housing Quality StandardsSpecialist. Roxanne has a BA in Political Science with a focus in Chinese fromKalamazoo College.

Jenny manages the Business Outreach and related support services which include managing REDA’s $250,000.00 loan/grant fund. She directs the investment of these dollars in a way that helps to revitalize the District del Sol Commercial Corridor and the greater West Side business community. In addition, Jenny leads many of the initiatives that directly benefit the REDA business association. These events include the West Side Masters Golf Tournament, After 5 Networking events, and business training initiatives. These REDA functions serve to connect with over 300 businesses and individuals. Prior to becoming a staff member, Jenny volunteered on REDA’s Cinco de Mayo Fiesta Planning Committee. Jenny currently sits on the City of Saint Paul Business Review Council and is a certified Economic Development Finance Professional. Jenny holds a B.A in International Business and in Spanish from the University of St. Thomas.

Brian has over eight years of non-profit /event management experience and brings a sincere passion for marketing and community development. Brian oversees all aspects of the Cinco de Mayo Fiesta and provides direction for the Cinco de Mayo Fiesta Planning Committee and Steering Council. Brian’s other responsibilities include managing the REDA Marketing Committee and promoting District del Sol’s creative and unique programming. Some of these initiatives include; Music and Movies in District del Sol, the REDA Annual Meeting, Blooming District del Sol, and the District del Sol decorative Bus Shelters. Brian currently sits on the Executive Committee for the Saint Paul Festival Association (SPFA).
